Meanwhile, we have Shanks air slashing droplets of water particles in the air.
Solid mass material > droplets of liquid.
Not sure why you are so highly focused on titles here. Garp is a vice admiral and yet no one questions his strength. So your "title" example is fruitless.
Mihawk doesn't even have a sufficient sized crew to even become an emperor. His power alone is equal to an emperor or an admiral, easily. Now if you can give me an example of an emperor with an army size nigh equal to Mihawk's then you MAY just have a good argument. But no.
Had or has? Not that it matters because Mihawk would trample all over Doffy, Katakuri, Chinjao, etc...
And? Whitebeard also hyped up Mihawk and Shanks together.
And why would he hype them up as recent as chapter 434? If Whitebeard was this powerful and yet their legendary duel was still fresh in his memory, then he probably STILL considered them extremely powerful fighters.
Wouldn't go so far as to say they clashed weapons only once and considered that "equal". That's literally like saying two mma fighters pushing each other at the same time and the referee calling the bout off and saying it's a draw. Nope.

I can see it going this way:
Mihawk would beat Shanks in a 1on1, but Shanks might overall be stronger against most others, cause I think he will have advanced CoC and it will counter elemental attacks and stuff.
Basically: He neutralizes stuff like BM's homies, logia awakening, environmental effects (flowing mochi/ever white), whereas Mihawk would face the same difficulties anyone else has with such.
Total headcanon, but a reasonable guess I'd say.
And I think that's pretty much the origin of that hakiman thing aswell. Blends in perfectly with his portrayal.

If Shanks's power heavily outclasses Akainu, then Akainu would have been blown back several miles backwards.
