Perhaps because Rayleigh is stronger and he was the WSS instead?
Or Oda just didnt want to slap another title on the PK?
How can Mihawk be a Great Pirate when he can barely be considered a pirate in the first place?
Try to use some logic at least.
His spear is one of the Supreme Grade Swords. The WSS title falls apart fast since people have multiple ways of fighting that doesn't include their sword. Just cause someone carries a sword, it doesn't mean Mihawk auto wins.
I gave my theory on where Oda is going with Luffy growth and how Shanks is connected to that growth. That theory is my reason why Shanks is above Mihawk but in a sword fight, Mihawk wins.
