WSS title doesn't fall apart. Some people try to push this "pure Swordsman" belief which doesn't exist so they can create their own definition of swordsman. You don't see none swordsmen, except for luffy, picking up a random sword and using it in battle. All Luffy did when he had a sword in Wano was punch people while holding a sword in his hand.

Because Shanks is a fan-favourite and is MUCH more hyped than Mihawk who just thas his pretty title and was clashing with Vista in MF. Just imagine what would people think of their characters when one is clashing with a YC4 whereas one stopped the freaking war just by showing up his fucking face. All this is what causes the bias.
Though I personally believe Mihawk to be a little stronger based on everything we know so far. We'll see how the story progresses.

Shanks stopped a war involving the marines who have multiple top tier fighters and the Whitebeard pirates minus WB himself. Even stopped BB and his crew. So that's another very strong party. All of that with words alone! Shanks, by himself and with no force, stopped that big war. If this doesn't convince you Shanks can stomp Mihawk, I dont know what will.
I mean, look at the two Emperors of this arc. Neither action or words from either of them can stop some weak ass brats from defeating them. One will be beheaded a yc3 and the other will get an internal punch to the head and lose memories again
We can't use Shanks feat in MF to scale him so above them though, only Mihawk
