Luffy might make it to 3 billions depending on what he accomplishes. I think more probably 2.5 or so if he would not happen to vanquish Big Mom/Kaido entirely and not attain the most of the job in the rooftop in general.

I think he does not reveal them because it keeps people guessing. Also it allows people not to be somewhat disappointed when he reveals the new bounties for the SH when they defeat their opponents. Lets say Ulti's bounty is 500 million beries. If Nami defeats her, people expect Nami's bounty to exceed that amount. Maybe Oda is not ready for Nami to have that high of a bounty.
Keeping in mind how we now know that Mihawk‘s bounty is less than 5,047,000,000, because Roger was the only pirate to surpass Whitebeard’s bounty of 5,046,000,000, then do any of you guys see Mihawk achieving that sort of amount in the near future, or do you think it would take far more time, depending on what he decides to do?
Mihawk's bounty will probably be around 2.500.000.000. Consider that although he is incredibly strong, he is an one man army. Blackbeard the man who injured Shanks, killed whitebeard, possess the two most powerful devil fruits in the world and has an entire army of pirates (some of which are pretty strong) under his command, that man's bounty is a little over 2.000.000.000.

From portrayal she is stronger than Ulti and was equal to Ace. Ulti should be around Oven, Daifuku, Pedro and Tamago (300-450), Ace was 550. Adding to that she is Kaidos daughter.
Question is where she should be placed after that. She is probably above Snack and perhaps Perospero too. Around Cracker, Smoothie, Jack and Katakuri might be right. 800-1.2.
