CP0 aren't arc villains. But maybe he still fights a side character.

We as sanjifans didn't really know how the arc would play out. Of course we craved a 1v1. We got feats. But its clear that the strawhats were being saved for wano. It's not like brook, jinbei, chopper nami or anyone if them got 1v1s. The point of the arc just contradicted sanji stopping somewhere to get a prolonged 1v1. Instead he flexed a little here and there, built up some teases like with judge, and then on to the next arc where the true combat potential of everyone is fully revealed. I think we are over it by now.

As much as I hate WCI, there was clear set-ups for why Sanji wasn't supposed to fight. Firstly, it mirrors the Baratie arc....where Sanji never defeated anyone, and was instead saved by his kindness at the end.

That part is a coincidence. WCI was setup to not give the Straw Hats fights because Luffy doesn't beat the arc's boss (Big Mom). Instead, Luffy makes due with the heavy hitters to show the Yonko subordinates being on another level from the norm.

Zoro barely has character development. I’m not gonna argue on Zoros character development rn. The point of whole cake wasn’t to fight everyone there is that was the point all the straw hats would be there. Oda only wanted luffy to get his fights to get stronger for kaido. Sanji still hasn’t gone all out post timeskip just like the rest of the straw hats.

If you think Zoro barely had character devolpment then you need to reread one piece.
The point was made by the author to not make sanji fight. Yet again to highlight his main role as a cook in the crew. And like i said if that wasnt the case then there was no reason for him not to do so.
