When the captain is absent that's exactly what a vice captain does, he forces his subordinates to do what he wants, you may notice that Sanji doesn't even complain.

I said in my first post, Zoro should and deserves to be the VC but there is no VC in the SH crew, as most memebers had their leadership moments ( especially Zoro, Sanji and Jinbe )
But he is not like Benn, where he has direct authority over the rest.

The anime is not canon at all, it is not the original material/source. Sanji NEVER fought Kizaru.

It wasn't the Vivre Cards, it was the data books, which weren't written by Oda and therefore the Vivre Cards replaced them.
