Queen doesn't need to be the one who drops everything Sanji needs to learn in Wano, this is not the last arc of the story.
He can get a bit of that here, a bit of that later, putting pieces together until EoS he has the whole picture to work with.

My only beef with that theory is the fact that Sanji has no credibility to solo a YC yet.
If Sanji soloes a YC post-Wano, that is proper. But now? When he got embarassed by King and matched by Page One or Drake even with RS? No soap, mate. Right now, he still needs help defeating a YC like Queen, and Chopper can provide him with the help he needs.

Why would Oda have Queen mention Judge then not do anything with that?
It doesn't have to be some deep plotline or character developing moment.
It could be something as simple as Sanji having to fight Queen for whatever reason and getting mad that his strenght keeps getting tied to Germa's technology, so he ends up defeating Queen without the raid suit to prove himself or something. While we also get to learn that maybe Queen was a scientist in the WG alongside Vegapunk, Judge and Caesar.
Seriously people take the whole "But King wants to kill Momo" plot as if that didn't apply to every single beast pirate still loyal to Kaido right now, but will ignore an actual connection between Queen and Sanji already foreshsdowed in the manga.

An aerial battle between Sanji and King would be lit, with kicks, flames and all that shit.
But I don't know why people don't want a Sanji vs Queen too. He's a fu*cking YC2 with a 1.32 billion bounty who can transform into a dinosaur who shoots laser beams from his mouth! AND there would be place for gag too considering his personality, which would make this fight even better.

Stop it, all this germa plot would be boring af, Oda already spent an entire arc to focus on germa, he can do better than that. Sanji is 100% fighting King, the only calamity Sanji interacted with, Oda wont give Sanji a rival who was already ridiculed by Big Mom, Marco and Chopper, even Zoro made Queen look like a scum.
