Rayleigh is known as Roger's Right Hand, yes. Is that all of Rayleigh's hype and portrayal? No.

If Oden was some great super duper top tier that could challenge the big dogs of that era, he wouldn't just be known as a mere division commander on Whitebeard's ship.. Especially if he was on par with Rayleigh.

That's why nobody on WB's crew has the same hype as Rayleigh. That's why nobody in BM's crew has even half of Rayleigh's hype.

It is because the Wano arc was hyped since PH but it is a fact that Elbaf is the strongest country; two of the more powerful giants have shown an island lv feat, this gives the giants good portrayal.
Big Mom thought, having an alliance with Elbaf will make her powerful enough to defeat all Yonko; if this doesn't make Elbaf looks good then I don't really know what else should.
Besides, at first we thought as well that the strongest samurai in Wano wouldn't be top tier - at best YC1 - and now we have Oden who's a solid top tier. Hence I wouldn't exclude the possibility that Elbaf as a nation has AT LEAST a top tier or even two top tiers.

Can you give me a panel of Kaido considering Doflamingo & Orochi to be his "partners", in the same context Roger considered Rayleigh to be his partner & Kidd considers Killer to be his partner. Take your time.
