Mihawk will have the highest bounty for an individual who doesn't have a pirate crew or is not part of a pirate crew. That alone will be impressive. His bounty will be above any commander's bounty, around the current Luffy's bounty.

Whitey Bay and Epoida seemingly being part of Newgate's main crew suggest they branched off eventually. This also might mean Newgate's principle of not allowing any women on his crew came about later. Something must've happen to make him think that way. I wonder if it has something to do with Bakkin and Weevil, the latter whom would be a child at this point in the timeline.
