We also know that it was Tama's birthday the day Luffy and gang landed on Wano and Sanjii's birthday was a day before her, hence he should've turned 22 that day. This is considering that their birthdays are the same in verse which isn't confirmed. The timeline is obviously different, lol.

He's saying that since Sanji was 21 after time skip and his birthday is March 2nd, and we started wano with Tama's birthday (March 3rd) then he should have aged 1 year as well.
