My bad by rivals in my headcannon dictionary I mean like close in strength.
Honestly I'll be surprised if Koby ever fights Luffy. Him being Sword and everything means he'll end up choosing sides when the true enemies are revealed. Look at what's happening now, Drake teamed up with the alliance because of Koby. It wouldn't be too off base to assume Sword members will team up with Luffy again in the future.
