Imo using Gears+CoC will not be strength multiplication but strength addition.
Imagine x = base Luffy. Luffy now is using x + CoC.
If G2 = 2x, then i predict G2 Luffy will be 2x + CoC, not 2 (x+CoC). And so on.
What level? Well i put overall post-wano Luffy as Emperor/Admiral level, with his strongest mode/gears as WSC in close combat.

His base should already be top tier, he is going toe to toe with hybrid Kaido.
I'm not sure he can use CoC on his attacks while he is using G4, after all G4 is a waste of haki and this adv version of haki taught by Hyogoro is all about not wasting it and letting it flow.
Hybrid Kaido who is a high top tier is probably a bit stronger than base Luffy.
If Kaido has an ace up his sleeves (another hybrid version for example) then maybe will use G2 and 3 or maybe he can use CoC on top of G4 but that seems too broken.
Overall I see base Luffy around mid top tier. Let's see if he can use his gears efficiently with CoC.

Most of the fans here are really hypocrites......
Other characters get asspull jumps: wow, they are very strong, people underestimated them...

that is the thing and they will come up with all lame reasons and excuses.....I mean we have seen this shit in OJ also...when Luffy was down and sidelined to get other SN shine...people trashed Luffy even when Luffy fans defended that he is going to get his shine later on...but when he actually got some shine, they are crying....lol...no one questioned how Law was fine after taking thunder bagua....just imagine the turn over of these guys when Kaido becomes even more serious...when Luffy is at disadvantage, they are going to say how we overhyped Luffy and then when again Luffy gains upper hand, they will cry asspull blah blah.....new crying 6 in making....
