Tbh I still think it changes nothing. It highly depends on what happens next but Ulti being taken out mid chapter seems very unlike Oda when it comes to defeating villains.
I do think both will recover at least to a level where they can be taken out by Luffys crew. If BM was used as a way to nerf them to allow it to happen, that's fine since there are 4 stronger strawhats fighting people of a "similar" level.

Oda doesn't do strategies anymore
Pre Timeskip Nami and Usopp would have won through tricking Ulti and Page One. Maybe create thousands of Mirage Clones like that HXH fight while Usopp uses some new Plants made specifically to defeat Physically stronger opponents
Even Chopper's Moveset became generic. He just punches hard and maybe becomes a balloon from time to time.
Then again strategies in One Piece were already dying in Enies Lobby where the Strawhats just got AP boosts to win. But it has gotten worse

Yeah...it's definitely my biggest criticism with this series.
I am still holding out hope for the actual fights to turn things around, but its a small hope at this point.
My biggest worry is Nami, Usopp and Chopper just getting nothing again, which is terrible considering this is Kaido's arc and there are clear avenues for matchups Oda can use.
Like even worse case, have Ulti and P1 recovers and still be too much for them. Have Nami and Usopp teamup against Ulti, and have Chopper save them by fighting Page 1 alone.
Have all 3 show new techniques. I do appreciate that Oda has not shafted Usopp, he consistently gets new/creative plants to fire which is nice.
