Pirate King is a Title that is regarded as Among Greatest of Tiles in One Piece World if not Greatest as seen by Majority of People.
Admiral Title is not given similar Respect & not even Close to the point that some Fodder tells Jack that Marine Escort is carrying One Admiral & One Former Fleet Admiral & Jack replies "Ofc, we are gonna save him, who do you think you're talking to?!"
Ofc Jack cannot match Fujitora or Sengoku but i'm talking about the Respect here & not the Power Level.

Teach’s willpower? Please. He’ll beg for his life as soon as he starts losing.
Kaido? His willpower is good when Big Mom is on his team. When he’s alone, his willpower is not above any Yonko’s.
Shanks? Shanks has no willpower and no ambition. He wants nothing and has no goals. By scaling, the other Yonko have shit willpower as well.
Dragon? Maybe. He may actually have Akainu tier willpower, but he also seems more restrained so it’s unlikely.
