could be black blades are based on level 1 of coa, hardening. the other top tiers upgrade their coa to advanced level so they don't focus on the inferior coa.

mihawk likely doesn't have advanced coa since he is swordman wrecking from inside makes swordmanship pointless to cut your target. also because advanced coa is shields, mihawk doesn't uses shields.
