Do you realize that when ODA says the navy's greatest military power, it is restricting the admirals individually?
if all 3 admirals were the strongest in the world, their title would be the greatest military power in the world, this nomination would be acceptable because AKAINU, AOKIJI and KIZARU are the 3 strongest in VERSO.

But what was it that prevented ODA from making that appointment? Could it be that individually, at that point, they weren't the 3 most powerful?

If you have TOP 1, TOP 2, TOP 3 verse fighters, the 3 together would be the greatest military force in the world and not the navy ...

I may have stumbled upon an incredible discovery

The Admirals might be canonically confirmed to be above Mihawk in strength.

Let us look at three instances of Admirals being refered to by a TITLE that states they are "highest strength"

Spoiler: Kuzan is called highest strength in the Marine

Spoiler: Admirals are called highest strength in the WG

Spoiler: Admirals are called highest strength in the Marine

1st panel proves that the title "highest strength" applies to EACH ADMIRAL individually

Meaning that when they are said to be "Highest strength" of WG, it means as INDIVIDUALS and not as a group.

The question is though is the title consistent between the three panels?

Is the wording to say "highest strength" ALWAYS the same?

I know they always use 最高戦力 which means HIGHEST STRENGTH/MAXIMUM STRENGTH so does it prove that Admirals are indeed all individualy 最高戦力 ?

So basically the first and third panel it says the admirals are the strongest force of Navy and HQ Navy. No doubt about that.

The second panel says 3 people are said to be the strongest force of the World Government.
But you should know Warlords are just the allies of WG and not part of it. WG call them when it's necessary, but they can refuse it while the admirals can't do that because it's their duty.
It's just a way for Oda to hype also the admirals.

Sakazuki can defeat mihawk but extrem diff( like he can lose).

And Shichibukai are a fighting force created by the WG for the WG so they're included in this

They're only allies. They concluded a deal with the wg, they arn't members of Wg( databook says also that for Mihawk).
So no admirals arn't stronger than Mihawk( except sakazuki for him we can debate)
