Largest military force in the navy, KAIDO named his troops or himself the largest / strongest army in the world.
SENRYOKU = Military Power.
SENRYOKU = Military Power.
The Gorosei referred to Aokiji as an individual, anything else wouldn't make sense.
Every single ranked Marine is an individual officer and the title of Admiral only belongs to their strongest officers.
Any Admiral > Any CP0 member for example

Mihawk used the Yoru, not the kitchen knife, also Marco did not see any need to go against Mihawk instead against the admirals he went forward or helped the other commanders except Jozu who was one shotted by Aokiji.
