That’s the case with most BB pirates. So that’s a weak excuse. Much like TB with ryuma, Zoro will fight Shiryuu regardless of whether or not he’s the FM in name because Shiryuu is the FM position power wise.
Again, we’ll see the straw hats fight whoever represents them on the Blackbeard crew. A helmsmen will fight a helmsmen. Sniper sniper. Captain captain. Burgess is Jinbe’s opponent.

After Oda made an embarassment out of Burgess against Sabo, it makes me laugh that some would think he'd fight future Zoro. Even Sanji fighting him would surprise me.
Franky vs Burgess sounds more likely at this point.
For Shiryu, I don't really know. He could fight Zoro or he could fight Sanji. In my opinion, Sanji will fight Shiryu and Zoro will fight a different powerhouse wildcard.

marco has same position in the crew, first ship captain, just like Burgess. as in marco the new captain of wb pirates. shilliew doesn't have better portrayal. even if it was said he was on par with magellan, it was also said that shilliew FEARED magellan in the vivre card.
and based on portrayal jimbe was warlord, has biggest Bounty so none should be second after lufft other the him.
But Ace was the second and Oda explicitly stated commander #’s doesn’t reflect strength or rank. It’s inconsequential that Marco is the first commander when taking that into account, so don’t try to translate that argument for burgess. Shiryuu’s hype is being more lethal than Magallen and his equal in battle. Being the most prominent prisoner from Level 6 to join Blackbeard as well. Burgess’ best showings is being weaker than pre Mera Sabo. It’s not close.
It has been stated by Oda that all the Whitebeard commanders, no matter which division they are leading, are all equal in rank and the division number does not indicate their strength. But outside Ace, who was Luffy's brother and thus naturally received a lot of exposure, three of the commanders, Marco, Jozu, and Vista, have been given far more reverence and focus than the others.

Actually Shiryu is his opponent while Zoro get Burgess as after all isn't there a rule you guys use for 'first mates need to fight each other' so yeah, that will happen for that and once again Sanji dealing with stronger opponent while Zoro need to survive before getting help
