I mean to be fair, Kaido does look kinda bruised and his Kanabo potentially has been damaged, so I would say that Kaido used at least 80% of his power. But the fact that Luffy got beat clean and didn't just faint into the ocean is a relief.

From the translation I read, Kaido is mocking Luffy's combat style - thus saying " What was it again, Gomu Gomu no...? Worororo".
It has nothing to do with Luffy not being able to use CoC properly because we saw him use it exactly the same way Kaido does.
