Explain your case.

First of all it's a rookie mistake to catalogue bounty as necessarily a compelling factor to determine power levels. Second Doffy managed to have Luffy realize that dodging Doflamingo's awakening was the best choice in order not to be damaged too much. And he perpetually displayed not to be a stupid fighting wise. Heck Luffy barely spelled his KKG in time. Just look at the performance gap between Pre and Post GK Doffy against G2/G3 Luffy if you can realize.

That Boundman Luffy looks better than Queen in any single category so far. No wonder Sanji is going to vanquish Queen presumably.

Jack survived being hit by a island sized attack and drowning far better than Doffy survived KKG.

They are judged by Zoro to be opponents of similar difficulty in terms of getting through either of them to reach the roof.

In no world King is anything but slightly stronger than Queen.

If we go by this, then sanji doesn't make the top 3 based on his post skip feats. Nothing implies Jimbei can't beat Queen and if Yamato joins the crew, Sanji will for sure have a fierce rival lol

Doflamingo just got the best of people cuz his Devil Fruit is too dangerous, you can't fuck up, he got blitzed by Sanji twice in a row, and had to appeal for "Parasite" and "Overhiito" in order to stop Sanjino.
