That's implying Oda creates fights strictly based off of power, which isn't true. Oda is creating parallels here back to Enies Lobby where Sanji gets beaten up by a woman (then Khalifa, now Black Maria), saved by a woman (then Nami, now Robin), then goes to save weaker SH from stronger opponent (then Ussop via Jyabura, now Chopper via Queen), said stronger opponent gets kicked back as Sanji gives a quote and encouragement (then Ussop, now Chopper of course).
Then, there are also the connections Oda has woven into Queen such as his connection with Judge, and prior statement stating that he should take out the "2 strongest (Sanji; Zolo)".
With these in mind it is unreasonable to say that Oda didn't make Sanji fight King chiefly due to powerlevels, Sanji's physical power, CoO and speed are clearly comparable to King especially with RS.

There were multiple connections being made here, Sanji could have fought King due to their prior interaction and obvious similarities or he could have made Sanji fight Queen due to his Judge connection and similarities with the technological similarities with the Raid Suit.
In any case, besides the namesake of King over the Queen, there is no feats or anything that put King substantially higher than Queen. Going off of feats, and constant portrayal of King and Queen being a duo, they are roughly equal even if King is exactly stronger.
