BM has the strongest family, best intel, Has more territories than any Emperor currently, she is the only one hyped for her strength too beside Kaido.
She matched Kaido.
She has a RP like Kaido does.
She maintained her empire for decades without being moved.

Now name an Emperor who has better empire than her?
Individually only Kaido has an edge due to being WSC and 1 vs 1 king.

What does shanks/Teach have over BM?
Shanks crew was just called balanced crew. The only place Shanks has something over his peers: balanced crewmates.
Teach is still growing.

Kizaru when the situation calls for it, can be the greatest force in the manga. He just doesn't have the drive to go above and beyond. Simply does what's asked. I get that kind of vibe from him. Ofcourse having arguably the best Logia fruit helps (or DF in general really).
