That's a good chapter. The whole part about luffy's fruit doesn't mean it's such an important devil fruit due to the WG carrying it. As there is something like 150 devil fruits in one piece, they are all rare. IIRC oda said the gomu gomu no mi is not a powerful DF.

I guess the government is constantly hunting to find all the DF that exist, so that they (WG and marine) would be no match for anyone (well, beside if someone as the best haki possible, or awaken to "Joy Boy")
