Luffy will have the highest bounty after Wano, and fittingly so. Blackbeard is not stronger than Luffy atm. Luffy will get 5 billion bounty, while BB will be half of that. He needs that 3rd Devil Fruit.

Remember, pre-TS Luffy was doing this without Haki
