I would assume the low bounties of the revos don't necessarily indicate that they are weak , more likely the revos don't get high bounties compared to the pirates.
Sabo had 602 million bounty even though he was damn strong even before having the mera mera no mi. his armament haki was stronger than that of all commander we saw till now.

And lastly he knew and heard about luffy from the day he set sail yet chaotsrs ago he called luffy and the other supernova small fry that he was not interested in and was only focused on catching yamato. Yet a of a sudden he has beef with luffy and his crew?

And now we have a sun god? With freeing slaves? The only group that has been doing that often currently are the revolutionaries.

It's not even for the Loda itself, sometimes authors commit mistakes, even prolonged ones, and it's good to point those out, but it's best to be mindful / conscientious about what a flaming resentment might entail in the long run, as the subjective experience of the manga is gonna deteriorate even further over time in most case scenarios. Bad quality piles up to resentment. Resentment is only going to make it worse in short.

WW's beef with Luffy isn't serious enough to be a primary motivator but more of a painful reminder and plays fairly similar to Buggy's and his issues with prison might be related to the sadistic nature of Impel Down rather than being enslaved but we can't tell for now.
