Its talking about the sword style that’s why he wanted to teach it to the scabbards because he thinks they too can use the strongest style. Its not like he was saying whoever uses this style is the strongest swordsman because just because someone like kinemon uses oden two sword style doesn’t mean he’s the best in the world. It just means its a stronger form of swordsmanship than if he stuck to one katana

Everyday they look for crumbs to try to downplay swordsmen in one piece unless they have pk or yonko next to their name. Can’t believe one of them put a thread together yesterday detailing how roger is a haki throwing awordsman while zoro and mihawk are “cutting swordsman”😭
