It's interesting than oda doesn't have given supreme swords to yc, high tier like oden or the same yonkos (napoleon isn't supreme sword and gryphon never was said than was) and he only has given to legendary pirates like Mihawk, Roger and Wb.
It's oda says than only legendary pirates can use these swords.

You must be a skilled swordsman fosho and have prior experience with high graded blades...but that doesn't necessarily mean you are legendary..ig we should interpret what "legendary" is here contextually and what makes someone legendary...

Lets take the epitome of examples in onepiece, Ryuma for instance was no doubt a legendary greatly renowned swordsman known for his BlackBlade and unprecedented feats in Wano.. he had a fine graded blade named Shusui as we know which he turned it into a refined black blade increasing its rank through his legendary ventures and fights in Wano.. and thats what made him a legend his ventures, efforts, and skill with the blade.. made his blades legendary..

But then Marimo comes along with Wado.. also having the same rank as shusui which now is an Excellent grade after Ryuma turns it into black.. but Wado is a famous blade but not legendary and ig thats something we all can agree upon.. Wado is just build diff from other swords except for its peers and the ones that rank above em.. and it just takes Zoro 2 year to master that legendary sword... but does that make Zoro by any means legendary?

So from this ig one can infer that what makes a sword legendary is the user itself.. and the user doesn't need to be legendary (basically a lore of history or relic known for his efforts) to really wield the sword.. it just requires you to be compatible.. just like enma zoro had to be compatible for him to use it.. and since he was already using an excellent grade well 2 excellent grades he found it easy to get accustomed to...

In a nutshell.. there is the prerequisite of strength and compatibility.. but if someone checks those options off.. then they can wield and use the blade..

These are some i think that are capable of using a Supreme graded blade

1)Vista

2)Zoro

3)Shiryu

4)Luffy ( if he gets ace.. he has the prerequisites)

I'll be honest that is unsure.

It would depend on how difficult to tame them is.

Zoro had no troubles taming a Great Grade even in Pre TS and this is Supreme. One step above.
Nope wando and shusui are segond rang the supreme are first rang

Unless they have a nasty gimmick like Enma, they can be used by anyone.
