It literally says they're on "equal standing" and they don't have authority one another.
And plus from the dialogue and from the pics from this chapter it just seems they've been chosen as Division Commanders out of a whim and not by strength.

It is his fault. It would have been his Job to make sure she is dead or at least left. But he didnt checked. With him doing his Job, Udon would be still fine.
