I said this when the chapter came too. That isn't a CoO feat. Zoro knew that Marco would've had to face both Queen and King and there wasn't any major fighter there to help him. He was the one who Marco threw while handling both of them.

As for the main question, I really don't think so. It could potentially be the case in the future but Sanji needs to show more.

Luffy's CoO is not bad at all but Zoro objectively displayed better reaction speed than Luffy against Dragon Kaido, FS notwithstanding. I think the FS power is likely overrated too broadly. If it was really so powerful then anyone would get insta reaction speed reaching the top of the CoO park in the world and be capable to instantly know what the opponent could perform for eventually several next moves. I think Oda didn't take it so literally. Kinda like it occurred with Hit in Dragon Ball Super. His Time Skip was overpowerable.

None of the scabbards were able to react to the slashes.

Sanji was told to be on guard during the wedding, it's not a sneak attack. Even Gotti was able to block Katakuri's bullets.

You can't teach a dog calculus.
You can't teach a few users basic manga notions sorrowfully. And not because they cannot understand them if they try unlike with the dog.

Sanji's CoO is better than Luffy's CoO in anything related to women in non combat situation. Other than that, Luffy's CoO has been proven above.
To predict his opponent's attacks, only Kata has shown better than Luffy in the entire serie.
To sense the intention of someone, Luffy is also above. He knew Yamato had no bad intentions whereas Sanji didn't see he ran into a bunch of people that wanted to hurt him.
To locate people, nothing suggest Sanji'S CoO is better than Luffy's one so far.
As to evaluate people's strength, Luffy has also shown he was better.

So to answer the question, no, Sanji's CoO is not better than Luffy's CoO.
