Honestly it was just lack of injuries and bad panelling and that made a lot of these fights underwhelming. The Robin Fight is the best one since it implemented some of those elements. Black Maria also, unlike the other tobi roppo, had a counter for a lot of what was thrown at her. Robins fight is the only fight so far somewhat remincent of what oda did with pre timeskip Strawhat fights.

In the end I think Zoro, Sanji and Robin will have the best non luffy fights in the arc.

How about Jinbei's fights? And I think Ulti and PageOne had good panelling, at first.

I think that´s a part of it. The other part is, since Oda is concentrating on many more characters, the Strawhats, even Luffy, get less time and opportunity to simply act and show traits within the context of the arc, so much so that Oda tends to condense stuff that otherwise would have occurred more naturally. But when he does that, it ends up being like him checking boxes rather than developing it in a satisfying way, and whatever Luffy does or says looks like a plot device or a cheap catch phrase.

For example, in Alabasta and before, we spent a lot of time with Vivi, so both the audience learned to be fond of her, and also the relationship crew and Vivi was natural. So the crew fighting till the end for her made a lot of sense and seemed natural.
Turn to Dressrosa, the relationship between Luffy and Rebecca is completely artificial and just exists to justify Luffy being invested.

Pretimeskip was all about developing the Strawhats as a crew. It's why their fight against Oars made me feel so hyped when I saw it. Then their separation at Sabaody Archipelago devastated me. Yes, Vivi being the focus during Alabasta also didn't take away from Chopper's introductory arc or the crew in general.

Post-time skip, Oda is developing the world. He did it at the expense of every SH not named Luffy. I get that he's going to be king of the Pirates, I want to see it happen. Now it seems like other SHs don't have the same impact or relevancy in the story anymore. Luffy literally said that he needed his crew, but now he just seems so much ahead of everyone. Since Oda doesn't focus on the other SHs it makes it feel like they aren't even needed in the story.

Sanji going down for shorttime isn't really bad for him. Alone that he stand up again shows that he improve a lot.

As example nerfed Law and Luffy always beat the shit of Doffy in the moment when they gang on him. King and Queen are stronger then DR Law and DR Luffy. It exactly show that Sanji did it very well against such strong characters. Hyped to see more of the battle against King and Queen.

That would be fine if Oda did not try to still put Strawhat stuff in there that, because it is so condensed, just feels cheap.

Just look at the amount of statements regarding Luffy being the trump card, Sanji being wing.

Instead of having the characters tell us, Oda bothered to show the trust between the Strawhats, it simply worked better.

I disagree. This seemed like a transition chapter. It's not like chapter 998 continued from that moment until they finished.

I would expect Jack, Fukurokuju, Perospero, the 4 remaining numbers (fodder or not), Hawkins/Apoo, to be dealt with first.

Which Katakuri had all three of.
It would set King significantly above Queen, but not from the other Y1C.
Marco at least showed signs of advCoA (barrier) and his fruit is just overpowered in the high tier spectrum.
