Nah. Strength wise Katakuri has feats of trashing Elephant Gun, enduring and pounding Boundman, not mentioning how he is basically better in every Haki stat

He is underrated power wise, only the FS aspect is overrated funnily.

You can clearly see he's looking at sanji and queen, king thinks sanji is special, also judge never mentioned anything about sanji's flames, so they're most likely not a result of his experiment

I will say this tho Oda is good at drawing well choreographed fights for Zoro/Sanji. Even Sanji vs Judge looks good ignoring everything but that aspect.

Jinbei vs WW was well done in that aspect also.
