The no wings part could be explained by Sora being only a descendant from that race. For example, Pudding is a half-member of the Third-Eye tribe but because of her mixed heritage she might not ever awake her powers of reading the poneglyphs. Maybe I'm thinking too much but it makes sense in my head, lol.

Not really. It just means judge didn't care about experiment finally showing progress 19 years, since he already had the better experiment results. So you can't rule out the experiment just because judge didn't react to that

i keep thinking Judge doesn't comment about Sanji's Diable Jambe is a PIS, because if Oda decided to make Judge comments about Sanji's Diable Jambe in WCI, thats pretty much reveal the origin of Diable Jambe
