Supposed refers to his role, not to his power level. Smoothie was called powerful without reference, Doffy is called powerful and tricky in the context of being compared to the other calamities based on their names.

Most Luffy fans outside of WG are casual readers. And even in WG, Luffy fans don't need to up play Kata, lmao I doubt anyone uses enough mental Gymnastics for that.
But on the other hand I have seen Zoro and Sanji fans downplaying Kata saying rooftop Zoro will one shot Kata or Sanji's coo is better than Kata.
