Kaidou was able to hold Onigaishima without falling that means you need flames on that level to hold Onigaishima. So there is no relevance to weakened flames as weakened flames won't hold onigaishima. It is obvious that you need flames to be stronger than weakened flames but you need to have Kaidou level flames to hold onigaishima which Momo is going to do it.

Anyways, Kaidou was weakened enough not to fight while holding clouds, but that's it.

Kaido flames has been weaken. Momo will overpower weaken Kaido flames.
