So Sanji was nerfed the whole begining of the fight because hes body was different than Normal so he can achieve to a new PU, now he is unlocking a PU to reach on Kings Level, Regeneration and a Iron Body.

Sanji has already received his power up, he will first defeat Queen and then it will be up to Zoro to master the King's Haki for his confrontation against King.
Yeah he was so cool when he let Maria beat on him and cry out for Robin to save him, letting himself get captured and almost killed and forcing a woman to take his place to fight her, ironically endangering her because he refuses to fight and endanger an ENEMY woman who is trying to kill both of them as well as his nakama and other allies and such!

if you cant see the character development from the wci onward then you just search for reason to hate sanji's character, he has morals which he doesn't want to go against so he is learning how to cope with them the right way by putting trust on robin, how letting himself captured he tried to save a women from being raped or something like that.
You cannot compare Caesar who is a side character to one of the characters with the most screentime in the manga.
