I think its sort of similar to how Doffy was treating Sanji's kicks in some respects.

Like yes, they acknowledge Sanji's kicks posssess some strength, but they aren't terribly effective.

I think that Sanji getting frustrated that he wasn't doing any major damage to Queen was sort of confirmed in the chapter where he talked about how tough Queen's hide was.
Queen at a later point even says that Sanji isn't putting up much of a fight.
Anyway, I think that Sanji was doing roughly as expected against a top emperor commander like Queen. Just look at Luffy's fights with Cracker and Katakuri, and we can see its following a similar trajectory of losing quite badly or getting nowhere to begin with before eventually powering up/improving/ changing fighting style, allowing them to come out on top.

Like, even Zoro, who has some ridiculous feats, is currently struggling with King.

Not entirely related, but I think its a good discussion. I think that Sanji struggling with Queen was pretty expected.
No i reckon you can't compare them (not the potency of the attacks used in the 2 occasions coz they differ greatly individually one is blunt other is more fire centered ) since Doffy is blocking and not tanking the attacks.. Blocking would just let you reckon the force of the kick that are powerful to him not its potency when it hits especially with DJ.. so its not similar to Queen saying "your kicks pack a pretty good punch" you can see queen is talking about the potency or efficiency of his kick on him.

so in doffy's case its the matter its the strength of the kicks.. efficiency would vary depending on Doffy's durability compared to Queen.. but i get the comparison generally.

and yea matchups matter as well. Zoro will generally have a pretty easy time since he's a swordsman.. unless he gets choked.
Sanji's attacks would affect more to someone like king who hasn't the durability of Queen but is an enduring combatant

Yup, I agree.
It would be strange if base Sanji, with no raid suit on, would have seriously damaged hybrid Queen.
Now, with the Wolverine power up, it's an entire different story, but until chapter 1028 it was a pretty logical conclusion.
Pre-awakening base Sanji was around YC 3/3.5 imho, so it makes sense.

Franky vs Queen is good for Sanji. It only means that he will be fighting greater opponents.
Sanji saving Robin by destroying CP0 is much better than him destroying an ugly ass bitch ass queen.
