If the Bullets just hit him without doing any damage, iit is the same as last chapter when Queen sword got broken, Sanji said "ouch" too last chapter. SO we need the context for this scene.

This is true. The bullet most Likely bounced off.
It is doubtful that exoskeleton would just turn off randomly but we never know
