lol ... rule 19 imply to all stories (I said that MYSELF and now you ask me about it?)
but listing 21 rules ... any rules ... and saying " a good story should follow this number of rules" is wrong as fuck
1 rule can imply to endless things
but as numbers go higher the odds of a list being universal will go down expeditiously

Your exact quote , “ putting ANY rules for general measurement of 2 different type of story is wrong ” so you do feel 19 is a good rule. Now how about rule 2, 7 and 19?
Don’t you think it’s important to come up with the ending of your arc before you start writing out your ass (Oda admitted doing this)? Don’t you think it’s important, not to add filler to the story just because it’s “fun for Oda as a writer” (Oda admitted to this in WCI)? Don’t you think it’s important to “identify your character” so that you don’t have your writing regress other characters in order for your main character to look “cool” (Oda has done this lots of times)?

first of all coming up with ending is too ambiguous of a term
we have first draft
we have final draft
and some times this 2 thing are only 5% similar
in a Pixar movie ... they can CHANGE the first draft ... cause no one is looking at their first draft
but Oda don't have this luxury ... cause he is publishing his story on a weekly bases
so this logic CAN'T imply to a story like one piece cause doing that is impossible

some one like Stephen King will insult the fuck out of everyone who do this (as he publicly said it)
so ... 2 world famous writers have 2 different ideas about this "rule" and both of are are best sellers

Oda admitted that he knows the ending of One Piece. He admitted he knew the ending of Marine Ford. But he did admit he didn't know the ending of WCI nor Wano. So wtf are you talking about? you are just using the excuse of "weekly manga" to justify your point. Kishimoto Knew the ending between Itachi and Sasuke. Kishimoto knew the ending of Jariya. Kishimoto knew the ending of the pain arc. Isayama knew the ending of how Eren will go back to the basement. Isayama new the ending of his arcs. What is your point? There is countless of examples of Mangaka who have weekly or monthly releases that knew the ending of their arcs.

Oda in his own words admitted to it in interviews dumbass! Wtf are you babbling about? There are countless of weekly mangaka who knew the ending of their arcs! Stop playing semantics with “first draft” “final draft”. That isn’t the point! The point is if they have a contextual idea of what the ending is. Not if they have already written in paper.

Kishimoto knew how to defeat itachi. Kishimoto knew how to defeat Pain. These are main antagonists that he knew how they will be defeated. Don’t give me that weekly crap.
Oda had 8 years to understand how to defeat Kaido not one week . He had since punk hazard to develop the story of the defeat of Kaido and he failed and now the writing is suffering because Oda keeps stalling and giving unjustified power ups just for Them to keep up.
