No. I don't know why he is stating he will become evil Sanji...Judge did not create Evil Siblings...but emotionless and the rest was just bad upbringing. Nowhere is stated he modified them to be evil.
Also don't see why RS was destroyed now tbh. From the dialogue its just bad...it seems he did not break it earlier when he got because he wanted to peep on girls(and what not)
