It could be, Sanji already used Soru
even look at the panel of CP0 using soru, its a different technique. If Sanji was really just moving fast, Queen, a CoO user would have been able to notice.

ultimately, if sanji's genes are awakened, then he should have his vinsmoke powers, including whatever special quirk judge initially wanted him to have
We have seen niji use his powers in base and we saw in this one flashback panel of reiju talking about the vinsmoke bros, that Ichiji also had his powers in base.
If sanji gets the exoskeleton, it only makes sense for him to also get his quirk(idk how else to describe it) as well. And we know that isn't fire because 1) why the hell would stealth black have fire, 2) sanji had the fire pre-raid suit, indicating it probably is tied to the lunarians or something else.

It's basicly the same thing against Oven while saving Lola, just see the CP-0 dude in the current chapter, it is the same drawing and sound

But anyway, i think it's both invisibility and speed here, since Sanji only managed to do this against Page One easily but only with the Raid Suit boosters + invisibility

His suit powers reflect his own just like the other germa kids can also use there powers with the suit but with the suit it amplifier it much stronger, it was definitely I visibility because sanji use his hell memory right in front of Queen & if it was stealth lie niji we would have saw the lines that are left behind when a fast person moves, plus it not like queen ever took his eye off sanji only invisibility makes sense sanji awaken it also
Oda doesn't have to literally do the same thing to make it the same idea. But if you need an explanation, consider that he is older, faster, and much stronger. It's entirely possible for him to take Queen by complete surprise for one attack. It is very much like how he was able to hit Oven without being seen at all.
more importantly you have to realize that he said goodbye to invisibility. He doesn't know how to turn invisible and even if he did, he is horrified by being what he is. He wouldn't actively use Germa powers, the increased strength and durability are passive.
