While Wano Luffy isn't much of my liking, the character overall is wholesome as hell and his wish for freedom and enjoyment is very attractive to an incredibly wide audience. This is further enhanced when we take into account that One Piece is conceived in a Japanese context (where Luffy represents the contrary to the "role model" for such culture in terms of liberation, questioning norms and slight anarchism; making him a perfect escape from a very structured and flawed society as it is) and it's pretty much build around what he encompass (this manga is cartoonish, carefree, goofy..., full of smiles and childish themes even in the grand scheme of things —Laugh Tale, Roger and Luffy's dream, Joy Boy, dying with a smile, etc.; so a kid as its main character was a given).
He's a lovable jackass, sees through people with ease and his worldview exudes the kind of romance and adventure that most readers lost in their real life. But when it comes to serious situations he takes the reins with determination, finding (when done well) a perfect balance between fun and badassery.
Design, personality, fighting style... no other character in this story is so solid as a whole nor fits so well in the tone of the work (Usopp may be there too, but hasn't been so consistent); so it's not hard to understand why Luffy is adored.
With almost 70 different pivotal moments, unique character relationships, and as a pioneer of Shounen MC Troupes, it’s no surprise Luffy reigns supreme
