Problem with Sanji vs Queen is 100% paneling and setup. Ifrit Janbe gets all of 3 pages to show you everything, in a chapter that's only 15 pages long. The fight with Queen is spit up over multiple chapters.
Compare this to his fight with Jabra, it's 2 back to back 19 page chapters. When Diable Jambe is shown, you get pretty crazy paneling like this:
Then the fight even continues for 8 more pages because Jabra uses his best attack in the air, before we get a clean shot of his face getting thrown into the floor by another hit.
Queen really doesn't get this. It's a bunch of attacks that caps off with Winch Queen. After this it's a few attacks from Sanji, followed by story exposition with a 3rd character, followed by 3 pages of the powerup, where you don't really get this impressive panel of the villain losing.
And that's not to say Oda lost his touch or anything, he literally gave great paneling like this for Jinbe, Franky, and Robin against the F6.
It's kind of why it doesn't "feel" like it's the end to me, but tbh I can see it just being over at this point.
Weird thing to note, Oda doesn't show Queen's reaction at all to getting hit. No eye shots, only his transformed mouth. Weird.
