If luffy is weak as ussop and can’t defeat crocodile . Crocodile is view as righteous king and support by king until he blow up the city. According crocodile morality, it is fine for him. Luffy morality say it is bad.
Luffy beat crocodile and crocodile got arrested by marine because luffy is strong.

The reason world nobles rule the world because they are protected by strong warriors.
To defeat World government is to be even stronger than world government to change the rules or set new government policy. That is what monkey d dragon doing . Some people can view monkey d dragon as evil even they knew him 100 % .

You may disagree might is right statement, but it happen in fiction world and reality world.
