Thats not how it works. Toki used her power when she sent momo and others.

I still believe oden did some noble act before he dies. With those 4th degree i honestly doubt he would come out alive.

How did the scabbards survive then. All of them were literally on top of oden. And only 4 were sent to the future.

His lethality is often overlooked. It could very well be > Magu Magu

All of the old admiral trio had very lethal df's, compared to that Fuji's df definitely have more destructive power but not lethality.

I think the reason he was making an Army and talks about war in the intro is related to Oden and 20 years prophecy. Kaidou believes it(Kaidou n Orochi knows about Devi fruits so ofcrs they believe it and not the rest of Wano citizens) and is waiting for Momonosuke which is the only way for Oden to spoil the Secrets(hence Doffy wanted to capture Momonosuke) and once he gets em he would take on the World, and wants to become PK.

Waiting 20 years for it, must have also made Kaidou impatient, hence could be his suicidal tendencies or it could be his way of testing if he is ready.
