I think through bait and switch was already Zunisha. If it was anyone else, why prioritize killing Luffy?

Tbh I'm not convinced it will awaken here yet. It might just allude to it. Reason being is Luffy doesn't really know how to use it.

I agree but a mode with a short timelimit should still be able to give a much higher advantage in battle than the weaker modes. I dunno about G2 + G3 but imo, Snake Man definitely hits harder than G3. A lot of Snake Man's moves also rely on acceleration which makes it difficult to place Snake Man's AP correctly.

Kaido started countering and evading Luffy; I think he's using Snakeman to make sure he lands as many hits as possible. He probably figured Kaido might be able to react to Boundman making his chances of landing the maximum number of hits within the time limit less.

I mean, Snake Man is still part of a PU with timelimit + heavy drawbacks. It sure would suck if Luffy trades power for speed (Bound Man to Snake Man) but punches even less than G3 while Bound Man hits several times harder. The power dynamics would be way too different. Snake Man is still a G4 mode after all, just less bulky.
