I think people just assume the gap between commanders and Tobi Roppo is small, which is clearly not the case. (I think Jack can take down 3-4 TRs by himself 1 v 4)

Izo is likely around Jinbe and Perospero. Can best a Tobi Roppo, but not quite a Calamity/Sweet Commander.
