Why didn't the WG get Luffy all these years he has been using the DF in public? if they know Gomu Gomu no Mi = Nika DF.

Also, did Shanks knew about that DF? Did he give it to Luffy on purpose?

Right now it doesn't make any sense, but i give Oda the excuse that OP wasn't meant to go that long. And Luffy's rubber fruit was just a rubber fruit until recently.

No one was after Luffy when he had 30mi bounty(Robin for much less had 78mi since 8 years old).
A fodder like Who's Who was in charge of a legendary DF. Even Law's DF had Sengoku in charge of it.
Aokiji didn't care about his DF. Rayleigh didn't knew. Etc etc.

The Rayleigh bit makes sense. Plus even Kaido said something like "rubber shouldn't do that" and yet the special fruit is...rubber?

We actually don’t know if he is or isn’t using it. As awakened Toand gain a buffer form and strength level. And kaido is definitively displaying them. There is also a theory that says he was a fish(Carp) before and the dragon is the awakened form.

For mythical zoans, attributes has always been somewhat different from original. Awakened zoans has been hyped up since impel down. Kaido might have awakened long ago but it is very new for luffy. He might even not know how to go hybrid form.
