I am trying so hard to reason here. What if Dr. Vegapunk manipulated Luffys devil fruit to have rubber properties to begin with? Everyone suspects him to secretly work against the WG and follow his own goals. This way the WG wouldn't have suspect anything and also explain why only whoswho was escorting it. Somewhere out there is the right answer.
