warping reality is a too big concept for luffy… he simply fights as a rubber hose character, so if you want to understand you should see tom&jerry, popeye, animaniacs and so on. They do not warp reality, they simply “fight” in a totally crazy and free way, without being limited by physics laws and their bodies

Rocks having the actual Rubber Fruit does make some sense as both BM and Kaidou did remark that it's unusual for rubber to do all the things Luffy did, as well as, Kaidou saying that "you couldn't become Joy Boy either". Maybe Rocks ate the actual Rubber Fruit thinking it's the Nika fruit in order to try and become Joy Boy.

As much as i like that idea, WG and the marines not going after luffy would make even less sense if thats the case
