Mythical zoans provide the user powers separate from transformations. Nika's is rubber. He's human, so effectively Luffy does not "transform" until he awakens. It's not that complicated

All other mythical Zoans are not constantly in there zoan state. They can transform. Luffy's zoan transformation should be a rubber man.

As if every time Zoro's not in a chapter that it actually means anything. The simple fact that the grim reaper thing happened and was teased in WSJ is enough to tell you that there will be Zoro development before this arc ends, whether or not it's something minor or something huge...and that's not even counting the numerous other reasons to expect more Zoro content
